Proceedings are comprised of the articles associated with the talks given at an academic meeting.
Symposia are a collection of articles presented by various speakers on a particular subject.
The lines between these definitions can get blurry, but the point you should take away is that these publications are typically peer-edited so they can carry some intellectual weight. While peer-editing is not as rigorous of a review process as peer-reviewed, peer-editing is still valuable.
